Where is the picture stored? Is it on your home computer? If it is, then you need to make it accessible from the Internet and keep your computer on at all times, which I wouldn't suggest doing, unless you're familiar with that. My suggestion would be to move it to a free picture hosting site, like Photobucket.com or Picturetrail.com, and then link your avatar to the hosting site.
