There are plenty of air gauges on the market. And plenty of tire deflators.
I recently purchased the EZ-Air Tire Gauge from Get-a-Gauge (http://www.getagauge.com/Tire-Gauges/Accu-Gage-EZ-Air.cfm).

The clip-on chuck holds well, the gauge is accurate at sea level and between 5000-6500 feet and in 95* and 32* temps.
The nice thing about this gauge is that it also has a pressure release button. While this button is designed to drop a couple of pounds to get right on when you accidentally over-inflate, I've used it effectively to air down. It takes ~2.5 mins to air down (265/75/16) from 38#s to 20#s.
The end of the hose also has a fitting that you can use to inflate through (have not yet tried this).
If I depress both fittings I can air down in ~ 2 mins.
This device is as described with "100 psi steel case gauge, solid brass fittings" and works quite well.
And it's only $24.95 shipped.
